The City of Del Rio, Texas had been concerned with the continuing operation of the San Felipe Springs Water Treatment Plant that was constructed in 2000. The facility had experienced piping failures on a number of occasions in the PVC piping associated with the filtration system. In addition, excessive pipe movement and the build-up of sedimentation in the piping was also a concern to the City.
MDC was hired by the law firm for the engineer and construction manager for the construction of the WTP. MDC was asked to provide a preliminary analysis of the various operational problems identified to date and in particular the piping failures and the sedimentation problems. In addition, MDC was requested to determine the appropriateness of the proposed solutions being advocated in the reports prepared by the various engineering and expert consultants; and the opinions expressed by others over the course of the last 6 years of investigation, analysis, and litigation.
